Well if I were u I would grab a teach-yourself book of russian language and try to communicate with the people on the streets (in daylight and crowded places though), they say it's a most efficient (and cheap) way to improve ur language. You can post a message here about meeting with people for communication purposes (some successfully did). By permit I mean a university diploma which says that its owner can teach both russian and english.
